Publicly funded medical care

In Japan, medical security is mainly covered by medical insurance, but in cases where medical insurance is not suitable or cannot be used, publicly funded medical care is provided. Currently, there are 13 laws related to publicly funded medical care, such as the Infectious Disease Prevention Law and the Public Assistance Law. The main laws are: 1. Those who need to receive medical care under public responsibility, such as those who are in financial difficulty, those with disabilities, war wounds and illnesses, and atomic bomb victims; 2. Those who need to be prevented and treated from a social perspective, such as tuberculosis, mental illness, and legally designated infectious diseases. In addition, the Guidelines for Measures against Intractable Diseases were issued in 1972, and they also cover diseases with unknown causes, those with no established treatment methods that leave aftereffects, and specific diseases that are chronic and that place a significant burden on families, such as nursing care. Even though they are publicly funded, the financial burden and collection of expenses vary, such as full public funding and partial public funding.

日本の医療保障は主として医療保険によって賄われているが，医療保険に馴染まないか，あるいは保険を利用できない場合に，公費負担による医療が提供されている。現在，公費負担医療にかかわる法律は伝染病予防法や生活保護法など13種類ある。1.生活困窮者，障害者，戦傷病者，原爆被爆者など公的責任で医療を行う必要のあるもの，2.結核，精神病，法定伝染病等，社会的見地から予防と治療を必要とするものが主なものであったが，そのほかに1972年に難病対策要綱が出され，原因不明，治療法未確立で後遺症を残すものや，経過が慢性にわたり，介護など家庭の負担の著しい特定疾病等も対象となっている。なお公費負担といっても，全額公費負担，一部公費負担など，財源負担や費用徴収は異なっている。
