In order to prevent and detect violations of traffic laws, a vehicle is asked to stop for a short time and the driver is asked to answer necessary questions. It is a type of automobile inspection, and there are also warning inspections aimed at preventing and detecting general crimes, and inspections as emergency deployment activities aimed at detecting specific crimes and collecting investigative information. When police officers determine based on appearance that a certain traffic law violation has occurred, they may stop the vehicle in question in accordance with the Road Traffic Act in order to take measures to prevent danger. However, there is no explicit provision regarding simultaneous traffic inspections (simultaneous inspections) that are conducted regardless of whether the vehicle appears suspicious or not.

交通法規違反の予防･検挙を目的とし，走行中の車両に短時分の停止を求め，運転者などに対し，必要事項について質問などをすること。自動車検問の一種であり，ほかに，不特定の一般犯罪の予防･検挙を目的とする警戒検問，特定の犯罪の検挙と捜査情報の収集を目的とする緊急配備活動としての検問もある。　警察官は，一定の交通法規違反を外観上認定したとき，危険防止措置をとるため，道路交通法により，当該車両を停止させうる。しかし，外観上の不審の有無を問わず一斉に行う形態での交通検問(一斉検問)については，明文規定を欠く。
