Exchange of notes

An official document of agreement exchanged between nations. It is established when representatives of both countries exchange official notes with the same content. The content has been used primarily for technical purposes, such as the limitation of armaments and the demarcation of territorial waters, but it is also used as an international agreement document to complement a major treaty, such as the Yoshida-Acheson Exchange of Notes (September 1951) accompanying the Japan-US Security Treaty. It is usually established by signature alone.

国家間で交わす公式の合意文書。両国の代表間で、同一内容の公文を交わして成立する。内容は、主として技術的性質、たとえば、軍備の制限、領海の画定などに用いられてきたが、そのほか、ある条約の補完のための目的、たとえば、1951年の日米安全保障条約に伴う「吉田・アチソン交換公文」（51年9月）のように、主たる条約の補完のための国際的合意文書としても用いられる。通常、署名のみで成立する。
