The Red Flag Act was enacted in 1865 to regulate automobile traffic. In Britain, where steam cars had developed into buses, pressure from horse-drawn carriage operators who had lost passengers to steam buses, and opposition from roadside residents due to the fumes and noise, led to the enactment of the Red Flag Act, which set a speed limit of 4 miles per hour (6.4 km/h) in suburban areas and 2 miles per hour (3.2 km/h) in urban areas, and required that a person carrying a red flag lead in front of a moving automobile to warn of approaching danger.
