The regulations for implementing land surveys appear in historical documents as "Sadamesujojo" and "Okime". It was during the Taiko Land Survey that survey officials were dispatched to survey fields and farmland, and the Land Survey Articles are said to have been in place since then. Toyotomi Hideyoshi issued five articles in a red seal letter in 1589. In 1594, the land categories were set as rice fields, fields, and houses, with 6 shaku 3 sun being 1 ken and 300 bu being 1 tan, and the grades were divided into upper, middle, lower, and lower classes, with the todai set, and 12 articles were stipulated, including the use of Kyomasu and the establishment of village limits. In the Edo period, the 26 Articles (Land Survey Laws) of 1649, which are considered to be a compilation of the Shogunate's land survey standards from the Keicho era onwards, the 29 Articles of 1677 relating to the Enpo land survey, and the 27 Articles of 1794 which formed the basis for the Shogunate land surveys in the Kanto region, were issued. The 32 Articles of 1726 contained detailed provisions in response to changes in the Shogunate's new land policy, and continued to be valued as the implementation standards for land surveys thereafter. 検地の施行規則で,史料上は定条々(さだめじょうじょう)・置目(おきめ)などとみえる。検地役人を派遣して田畑を測量するのが始まるのは太閤(たいこう)検地からで,検地条目もそれ以来とされ,豊臣秀吉は1589年に朱印状をもって5ヵ条を示している。1594年には地目を田・畑・屋敷として6尺3寸を1間,300歩(ぶ)を1反(たん)と定め,品等を上・中・下・下々として斗代(とだい)を決め,京桝(きょうます)の使用や村切(むらぎり)の設定など12ヵ条にわたる規定となっている。江戸時代には慶長(けいちょう)以降の幕府の検地規準の集約とされる1649年の26ヵ条(検地掟),延宝(えんぽう)検地にかかわる1677年の29ヵ条,関東の幕府領検地の基となる1794年の27ヵ条などが出されている。そして1726年の32ヵ条は幕府の新田政策の変更を受けて詳細な規定を設けており,その後も検地の実施規準として重視された。
