The Chinese Communist Party's policy of lowering rents and interest rates was widely implemented in the liberated areas from the 1920s onwards, especially during the period of the anti-Japanese national united front. It was proposed as a rudimentary reform plan for China's agricultural system. In order to mobilize the landlord class in the anti-Japanese war, the Party temporarily suspended the confiscation of land from landlords and distribution to peasants, and implemented rent and interest reduction measures, reducing the feudal exploitation of peasants by landlords and usurers, while maintaining the united front. After the end of the anti-Japanese war, the May 4th Directive of 1946 and the Outline of the Land Law of 1947 transformed the policy into a land revolution, which called for the confiscation of land from landlords and distribution to peasants.
