The Chinese Communist Party's policy of lowering rents and interest rates was widely implemented in the liberated areas from the 1920s onwards, especially during the period of the anti-Japanese national united front. It was proposed as a rudimentary reform plan for China's agricultural system. In order to mobilize the landlord class in the anti-Japanese war, the Party temporarily suspended the confiscation of land from landlords and distribution to peasants, and implemented rent and interest reduction measures, reducing the feudal exploitation of peasants by landlords and usurers, while maintaining the united front. After the end of the anti-Japanese war, the May 4th Directive of 1946 and the Outline of the Land Law of 1947 transformed the policy into a land revolution, which called for the confiscation of land from landlords and distribution to peasants. 1920年代以降,特に抗日民族統一戦線期の解放区において広範に実施された中国共産党の小作料 (租) および利息の引下げ政策。中国の農業制度の初歩的な改革案として提起されたもの。党は地主層をも抗日戦に動員するため,従来の地主の土地の没収,農民への分配を一時中止,減租減息を実施し,農民に対する地主,高利貸の封建的収奪を軽減するとともに,統一戦線の維持をはかった。抗日戦終了後は,46年の「五・四指示」,47年の「土地法大綱」によって,地主からの土地没収,農民への分配を内容とする土地革命に転換された。
