A controversy in ancient Japanese history. The debate was over whether the local administrative organization between the Taika Reforms Imperial Edict in 646 (Taika 2) and the Taiho Code in 701 (Taiho 1) was the county system as seen in the Nihon Shoki or the hyō system as seen in inscriptions on stones and other inscriptions, and also over the historical authenticity of the Reforms Imperial Edict. The debate began in 1951 with the publication of Inoue Mitsusada's theory, and became more active in the 1960s. The main theories are (1) that the hyō system was a system in place before the Asuka Kiyomihara Code was enacted in 689 (Jitō 3), and that the Reforms Imperial Edict was a reprint of the Kiyomihara Code (Inoue Mitsusada, Yagi Mitsuru, Ueda Masaaki), (2) that the Reforms Imperial Edict established the county system, but that in reality the old kuni no miyatsuko system and the provisional hyō system ran in parallel until the Kiyomihara Code was enacted (Seki Akira), and (3) that the hyō system was in place until the Taiho Code was enacted (Isogai Masayoshi).

日本古代史学上の論争。大化改新の詔発令の646年(大化2)から大宝令制定の701年(大宝1)までの間の地方行政組織が《日本書紀》にみえる郡制か，金石文などにみえる評制か，さらに改新の詔の史料的信憑性をめぐって争われた。1951年井上光貞の説の発表によって論争が始まり，60年代に活発化する。おもな説は(1)評制は飛鳥浄御原令施行の689年(持統3)以前の制で，改新の詔は浄御原令を転載したとする説(井上光貞，八木充，上田正昭)，(2)改新の詔で郡制を制定したが実際は浄御原令まで旧来の国造制と暫定的な評制が併行したとする説(関晃)，(3)大宝令施行まで評制が行われたとする説(磯貝正義)の3説である。
