Year of birth: 1842
An American railroad engineer employed during the Meiji period. Born in Pennsylvania. After graduating from the University of Pennsylvania, he worked on the construction of the Atlantic Railroad and the Pacific Railroad. He served as a captain in the Union Army during the Civil War. He came to Japan in 1878 and worked as a civil engineer for the Hokkaido Development Agency, surveying the Horonai Railroad. Not only did he purchase locomotives and railroad materials from America, he also invited engineers to promote the construction of the railroad. He is highly regarded for his contribution in transplanting American technology to Hokkaido's railroads. He also surveyed the railroads between Tokyo and Aomori, and between Tokyo and Takasaki, and was dismissed at the end of his term in August 1881. <References> Hokkaido Railway Administration Bureau, ed., "A Hundred Years of Hokkaido's Railroads," Vol. 1

明治時代のお雇いアメリカ人鉄道技師。ペンシルベニア州出身。ペンシルベニア大卒業後,アトランティック鉄道やパシフィック鉄道の建設に従事。南北戦争には北軍大尉として従軍。明治11(1878)年に来日,北海道開拓使土木師として幌内鉄道の測量に従事した。アメリカから機関車や鉄道資材を購入するだけでなく技術者も招き,同鉄道の建設を促進した。北海道の鉄道にアメリカの技術を移植した功績は高く評価される。東京・青森間,東京・高崎間の鉄道の調査も行い,14年8月任期満了で解任。<参考文献>北海道鉄道管理局編『北海道鉄道百年史』上
