Abbreviation for International Labor Organization. Established as an agency of the League of Nations based on the Treaty of Versailles in 1919, it became a specialized agency of the United Nations after World War II. Aiming to improve working conditions, secure employment, and raise living standards, it has established standards on child labor, disabled workers, discrimination, freedom of association, basic human rights, maternity protection, pensions, equal treatment, and more. Its basic spirit and objectives are clear in the ILO Charter and the Declaration of Philadelphia. Each member state sends two representatives of the government, one of the capitalists, and one of the workers to the general assembly, and many conventions and recommendations are passed. The permanent secretariat is in Geneva. There are 177 member states (1998). Japan joined in 1919, withdrew in 1938, rejoined in 1951, and became a permanent member in 1954.
