This letter was written in the name of the Church of Rome to the Church of Corinth around 96-97, with the direct purpose of settling the confusion within the church. The actual author is said to have been either the second or third bishop of Rome, Clement, and it is usually called the First Epistle of Clement to distinguish it from the spurious Second Epistle. The structure of this book shows that it was intended from the beginning to be read in public worship. This is evidenced by the many exhortations given, the use of rhetorical devices, the detailed quotations from the Old Testament (Septuagint), and the concluding of important sections with prayers.

96‐97年ころ，ローマ教会の名でコリント教会にあてて書かれた手紙で，同教会内の混乱を収拾することが直接の目的であった。実際の著者はローマの第2あるいは第3代監督クレメンスといわれ，通常，偽書である第2の手紙と区別して《クレメンスの第1の手紙》と呼ばれる。本書の構成を見ると，最初から公の礼拝において朗読されるようにもくろまれたことがわかる。多くの勧告が述べられ，修辞上の技巧が用いられ，旧約聖書(七十人訳聖書)の詳細な引用がなされ，重要部分を祈禱で締めくくっていることなどはそのことを示している。
