1886-1954 A Showa-era diplomat born in Kanagawa Prefecture. After graduating from Tokyo Higher Commercial School (now Hitotsubashi University), he joined the Ministry of Foreign Affairs. As ambassador to Germany, he signed the Tripartite Pact between Japan, Germany, and Italy in 1940. In November 1941, he was appointed special ambassador by Togo, the Minister of Foreign Affairs of the Hideki Tojo Cabinet, to assist Ambassador Nomura Kichisaburo, who was in charge of Japan-U.S. negotiations, and traveled to the U.S., where he continued the negotiations until the outbreak of war.
