The first Uighur Chief of Finance of the Yuan Dynasty. He was also called Ahma. He was from Fenakhet on the Syr Darya River. He was recognized by Kublai Khan through his connection with Chabir (Empress Shunshen), and for about 20 years, he controlled the real power of the government with his financial skills. He promoted the newly established financial government's Chief Minister to the Ministry of Secretariat, and became its Prime Minister, and his influence over the old administrative government's Ministry of Secretariat. His policies, such as the household survey of northern China, which he implemented by promoting merchants from the Western Regions, and the establishment of a paper currency system (issuing the Zhongtongcho and exchanging it for Huizi of the Southern Song), contributed to the stability of the national finances, but also provoked resentment from the Chinese.
