A city in central Chiba prefecture facing Tokyo Bay. It was incorporated as a city in 1991. It used to be a semi-agricultural, semi-fishing town, with rice, wheat and vegetables grown on the plateau and seaweed and shellfish farmed along the bay. Reclamation of the coast began in the 1960s, and it became part of the Keiyo Industrial Area, and became an industrial city with thriving petroleum and chemical industries. The number of commuters heading towards Tokyo on the Uchibo Line increased, and residential development progressed inland.
