物価が上昇するとき,人々の貨幣所得の上昇がこれに追いつかず,その結果実質所得と実質消費が減少することから生じる非自発的貯蓄を指す。したがって政府が法律等で国民に貯蓄を強制する場合は含まれない。所得から消費を差し引いたものが貯蓄であるが,それは通常,人々が自分の意思で進んで行う自発的貯蓄という形をとる。この貯蓄は金融市場(銀行等の金融機関)を通じて企業に貸し付けられ,産業の資本蓄積に役立つ。これに対して強制貯蓄は,物価騰貴を通じて実質所得が減少した結果やむをえず消費を切りつめることから生じる現象である。
