Usually, when an administrative agency has doubts about the application of laws and regulations, it presents the questions to the relevant competent administrative agency and asks for their opinion (inquiry), and the administrative agency that received the inquiry makes the case public for reference in administrative management. Enforcement orders are established to unify the interpretation of laws and facilitate their implementation, and instructions and notices are issued as standards for interpreting laws and exercising discretionary power, but these are binding on lower-level administrative agencies, whereas administrative precedents are merely expressions of opinion.

通常，主として行政機関が法令の適用等に関し疑義がある場合に，関係所轄行政機関に対し疑問点等を示して意見を求め(照会)，照会を受けた行政機関がこれに対して回答した事案を，行政運営上の参考に供するため公にしたものをいう。行政機関の法律解釈の統一やその運用の円滑化を図るために執行命令が定められ，さらに法令解釈や裁量権行使の基準として訓令，通達等が発せられるが，これらは下級行政機関を拘束するのに対し，行政実例は単なる意見の表明である。
