A nobleman in the late Edo period. Born to Nijo Harutaka and Nobuko, he was the heir to Kujo Suketsugu. As the Treaty of Amity and Commerce between the US and Japan became an issue between the Imperial Court and the Shogunate in 1858, as Kanpaku he adopted a cooperative line with the Shogunate, alienating himself from the anti-foreign courtiers. In the issue of the Shogun's succession, he sided with the Nanki faction, which sought to support Tokugawa Yoshitoku (Iemochi). His defensive stance in support of the Shogunate earned him the distrust of Emperor Komei and the courtiers, and he resigned from his position as Naira in September of the same year. He was later reinstated with the support of the Shogunate. He actively promoted the marriage of Princess Kazunomiya, and worked hard to unite the Imperial Court and the Shogunate. As a result, he was heavily criticized by Sonno Joi patriots, and in June 1862 he resigned from both his position as Kanpaku and Naira, and was made a monk and highly censured along with Kuga Takemichi and Iwakura Tomomi, retiring to Kujo Village. In January 1867, he was exempted from house arrest and the ban on entering Kyoto, and on December 8th he was allowed to return to secular life.

幕末の公家。二条治孝と信子の子に生まれ,九条輔嗣の嗣子となる。安政5(1858)年日米修好通商条約の締結が朝幕間で問題化するなか関白として幕府との協調路線をとり,攘夷派廷臣と疎隔。将軍継嗣問題では徳川慶福(家茂)擁立を図る南紀派につく。幕府擁護の態度が孝明天皇や廷臣の不信を買い,同年9月内覧を辞職。のち幕府の援助により復職。和宮降嫁に当たってはこれを積極的に進め,公武合体に尽力。ために尊攘派志士の糾弾激しく,文久2(1862)年6月には関白・内覧をともに辞し,久我建通,岩倉具視らと落飾・重慎に処せられ九条村に閉居。慶応3(1867)年1月謹慎・入洛禁止を免除され,12月8日還俗を許される。
