Leveling the playing field

...To equalize the competitive conditions in the market for different modes of transportation that are in competition with each other. This is sometimes called leveling the competitive conditions (base). Railway businesses procure all inputs necessary for rail transport themselves, from basic facilities such as land and rails to trains, rolling stock, and even the labor of drivers, conductors, station staff, etc., and set fares so as to recover the costs incurred for these.
