Court politics exists when the governed are not involved in the political process as a political force, and the ruling class does not have enough power to be an opposing force to the monarch or dictator, but instead gathers around the monarch (or dictator) to form the court aristocracy and court bureaucracy. In this case, since the political process within the court is not open to the governed, political decisions are expressed in the form of orders from the monarch (or dictator)....
