Founded in London in 1884, this socialist group was made up mainly of British intellectuals. Its name comes from the Roman general Fabius, who defeated Hannibal of Carthage in a protracted war. It advocated the gradual nationalization of land and large industries and the establishment of a welfare state. Its ideas initially permeated both the Liberal and Conservative parties, but in 1900 it participated in the founding of the Labour Representation Committee (later the Labour Party), becoming the theoretical backbone of the Labour Party and exerting a major influence on the British socialist movement through parliamentary politics. Its main members included the Webbs and Bernard Shaw. In particular, The Working Class and the New Social Order, drafted by Webb, became the Labour Party's platform.

名称はカルタゴのハンニバルを持久戦で破ったローマの将軍ファビウスに由来。土地や大産業の漸進的国有化と福祉国家の樹立を唱えた。その理念は初め自由・保守両党へ浸透したが，1900年労働代表委員会（のちの労働党）の創立に参画，労働党の理論的支柱となり，議会政治を通じてイギリス社会主義運動に大きな影響を与えた。おもなメンバーにウェッブ夫妻，バーナード＝ショーらがいる。特にウェッブ起草による『労働階級と新社会秩序』は，労働党の綱領となった。
