...The movement lacked concrete policy debates from beginning to end, and had the atmosphere of a kind of religious spiritual movement, with revolutionary rhetoric dominating the movement, due to the abstract nature and charisma of Mao Zedong, who led the movement. The process of the Cultural Revolution consisted of two cycles, one leading up to the 9th National Congress of the Communist Party of China in April 1969, and the other leading up to the death of Mao Zedong in September 1976 and the arrest of the Gang of Four in October 1976. The first cycle was characterized by the appearance of the Red Guards, the seizure of power from the powerful, armed struggle, and the birth of the Revolutionary Committee as a new power structure.
