(1) During the Basic Law agricultural policy period (1961-70), the two pillars were the selective expansion of agricultural products expected to see growth in demand (production policy) and the establishment of self-reliant management through the advancement of mechanization and facilities through structural improvement projects, assuming the outflow of farm labor due to farmers leaving agriculture (structural policy). However, in 1970, the cost of price policy alone, including the cost of making up for the deficit of the Food Agency due to the increase in rice prices and the cost of rice and wheat countermeasures, exceeded half of the agricultural budget, and as a result, the biggest policy issue was the increase in rice production through price policy. …
