… Regarding the preparation of voter rolls, there are distinctions between the ad hoc system, where they are prepared for each election, the fixed system, where they are used for all elections held within a certain period of time, the official system, where they are prepared by the electoral authority, and the declaration system, where they are prepared by voter declaration. Until the amendment of the Public Offices Election Act in 1966, there were two types of voter rolls: the basic voter roll, which was prepared by the municipal election commission at its discretion as of September 15 each year and kept fixed for one year, and the supplementary voter roll, which was prepared by the municipal election commission at the request of the electorate when an election was held in order to register voters who were not registered on the voter roll. However, the current voter roll has been unified and is based on the official system and the permanent fixed system. This "permanent voter register" is a card-type register that lists the voter's name, address, sex, date of birth, etc. (Article 20 of the Public Offices Election Law), and is prepared and stored by the city, town, or village election management committee. The register is registered every September (as of September 1st, registration is generally made on the 2nd of the same month) and when an election is held (Articles 19 and 22).
