This library was owned by the Mibu Kanmu family, who were in charge of the affairs of the Dajokan in the Middle Ages and Early Modern Period. It is also called the Kanko or Kanmu Bunko. Dajokan documents such as imperial decrees and official documents, as well as records of court ceremonies and official affairs, were originally kept by the Dajokan's Fudono (Office of Education), and were managed by the Daifushi (Office of Educational Affairs) (Kanmu) as the head of the Fudono. From around the mid-Heian period, the Daifushi position became hereditary to the Ozuki clan, and official documents became mixed in with the Ozuki clan's library. In 1226 (Karoku 2), the Kanbundo was burned down and has not been rebuilt since. As a result, all of the Dajokan's document records were inherited and stored in the Kanbunko. 中・近世,太政官の事務をつかさどった壬生(みぶ)官務家の文庫。官庫あるいは官務文庫ともいう。宣旨や官符案などの太政官文書や朝儀・公事の記録類は,本来太政官の文殿(ふどの)が保管し,大夫史=官務が文殿別当として管理していた。平安中期ごろから大夫史は小槻(おづき)氏の世襲するところとなり,小槻氏の文庫に官文書が混在していった。1226年(嘉禄2)官文殿が焼失し,それ以後は再建されなかった。ために太政官文書記録のすべてが官文庫に襲蔵されることになった。
