国際通貨基金 IMFの為替相場制度である平価主義の平価変更を認める条件。 IMF協定条文には基礎的不均衡の定義はみられないが,(1) 加盟国の国際収支が異常な赤字ないしは黒字を記録し,激しいデフレーション的総需要の縮小,あるいは激しいインフレーション的総需要の拡張をあえてしなければ均衡化しないとき,(2) またその国の賃金・物価水準が国際的賃金・物価水準から著しく乖離 (かいり) したため,加盟国の平価が大幅な過大評価ないしは過小評価に陥っているときと一般には考えられている。
