This act designates the area of ​​one metropolis and seven prefectures, Tokyo, Saitama, Chiba, Kanagawa, Ibaraki, Tochigi, Gunma, and Yamanashi, as the capital region, and specifies existing urban areas, suburban development zones, and urban development areas within this area. The Prime Minister, after hearing the opinions of the relevant prefectures, etc., decides on the capital region development plan, which consists of a basic plan, development plan, and annual business plan. Urban plans must be established in accordance with this plan.
