A political system established by the "Constitution of 1870" at the end of the Second Empire in France. In response to the advance of anti-government forces following the 1869 general election and the deepening economic crisis, Napoleon III created a cabinet headed by republican E. Olivier, granted the Legislative Assembly the right to propose and amend bills, and promulgated a constitution that limited the Emperor's governing power. However, this marked the weakening of the Empire, and revolutionary movements intensified.
