Grandson of Minamoto no Yoshimitsu. Father of Ouchi Koreyoshi and Hiraga Tomomasa. Followed Minamoto no Yoshitomo during the Heiji Rebellion. In 1180, he joined Minamoto no Yoritomo's uprising, and in the first year of the Genryaku era, he became the governor of Musashi. He ruled well, and Yoritomo praised him, having it inscribed on the wall of the prefectural office as a model for future provincial governors. Born in Shinano (Nagano Prefecture).
