...This allowed Protestant denominations such as Presbyterians, Congregationalists (Independents), and Baptists the freedom to hold their own worship assemblies outside the Church of England, subject to certain conditions. It can be seen as a compromise between the new ideals of separation of church and state and freedom of conscience, as clearly stated in Locke's Letter Concerning Toleration, published in the same year, and the traditional Church of England dominance system, with the King as the supreme ruler. Nonconformists, who were numerous especially among the merchant and industrial classes, were legalized under the Glorious Revolution, as collaborators in the Glorious Revolution that ousted James II, who attempted Catholic rule, from the throne. However, political discrimination against them continued into the 19th century due to the existence of laws such as the Local Government Act (1661) and the Examination Act (1673, 1678), which prohibited nonconformists from holding public office.
