In 1584, he succeeded his elder brother, Kobe Toshimori, as lord of Kobe Castle in Ise (Mie Prefecture). He adopted Oda Nobunaga's third son, Nobutaka, but he died before him. In 1584, in the Battle of Komaki and Nagakute, he helped Nobunaga's second son, Nobukatsu, fight against Hashiba Hideyoshi, but was defeated and fled to Anotsu with the help of Oda Nobukane.
