...The government issued a special organizational law, implemented policies such as a 25% wage increase and price controls, while also promoting the nationalization of oil and minerals, and in 1976 announced a five-year plan for agricultural and industrial development. The COPEI government of Luis Herrera Campins (1925-), which came to power in 1979, formulated the Sixth National Development Policy, a slight revision of the previous government's development plan, and worked to develop and advance the economic and industrial sectors closely related to the lives of the people, such as expanding education, building housing, and improving and expanding roads. The AD government of Jaime Lusinchi (1924-), which came to power in 1984, also put forward policies for economic expansion and stabilizing the people's livelihood, but multinational corporations, which controlled almost all economic power in the domestic industry, demanded that the government abolish price controls and implement preferential policies for foreign investment.
