A special account for managing the foreign exchange funds for the smooth buying and selling of foreign exchange and other transactions conducted by the government, separate from the general account. It was established in 1951 based on the Foreign Exchange Fund Special Account Law. It is managed by the Minister of Finance. It is used to fund the Bank of Japan's foreign exchange intervention to stabilize the foreign exchange market, as well as to manage the foreign exchange held by the government and to contribute to the International Monetary Fund (IMF). In the case of yen selling intervention, the yen raised by issuing foreign exchange fund securities, a type of government short-term securities, is sold on the foreign exchange market to purchase foreign currency, which is then used to buy foreign currency, such as U.S. Treasury bonds. In the case of yen buying intervention, the foreign currency raised by selling foreign currency denominated bonds is sold on the foreign exchange market to purchase yen, which is then used to redeem the foreign exchange fund securities. 政府が行う外国為替などの売買やそれに伴う取引を円滑に行うための外国為替資金を、一般会計と区別して管理するための特別会計。昭和26年（1951）に「外国為替資金特別会計法」に基づいて設置された。財務大臣が管理する。外国為替相場を安定させるために日本銀行が行う為替介入の資金に充てられるほか、政府が保有する外国為替等の管理、国際通貨基金（IMF）への出資などにも使用される。円売り介入の場合、政府短期証券の一つである外国為替資金証券を発行して調達した円貨を外国為替市場で売却して外貨を購入し、米国債などの外貨建て債券などとして運用する。円買い介入の場合、外貨建て債券の売却などによって調達した外貨を外国為替市場で売却して円貨を購入し、外国為替資金証券の償還に充てる。運用収支は外国為替資金特別会計の歳入歳出として計上され、積立金を控除した利益が一般会計に繰入れられる。外為特会。外為会計。
[補説]平成20年度（2008）政府予算案作成時に外国為替資金・財政融資資金などの特別会計に計上されている準備金（積立金）が、「霞が関埋蔵金」として話題になった。
