In 1906, after the Russo-Japanese War, the head of the Kwantung Leased Territory governing body was established in Port Arthur. He was called the Governor, and was appointed by an army general or lieutenant general, and also served as the commander of the garrison. He was under the supervision of the Minister of Foreign Affairs. In 1919, the Governor-General of the Kwantung Leased Territory was abolished, and the Kwantung Agency, which was in charge of administration, and the Kwantung Army, which was in charge of military affairs, were separated and independent. From 1934, the commander of the Kwantung Army took on the dual roles of both the Governor and the ambassador to Manchuria.
