Abbreviation for World Confederation of Labour (WCL). Headquartered in Brussels, it was originally a Christian international labour union organization. The International Federation of Christian Trade Unions (IFCTU), which was founded in The Hague, Netherlands in 1920, adopted a declaration of principles at its 16th Congress in Luxembourg in 1968, aiming to break away from the traditions of European organisations and to organise underprivileged workers in the Third World. It dropped the word 'Christian' in its name and undertook a transformation of its organisation under this new name ('World Confederation of Labour' would be a better translation than 'International Federation of Labour').
