…Magistrate Okuyama Daigaku Tsunetatsu wielded power at first, but Hyobu (Munekatsu) dismissed him in 1663 (Kanbun 3), formed a marriage alliance with Shogunate elder statesman Sakai Tadakiyo, and favored magistrate Harada Kai and his aide, Shuto, to oppress opposition forces below the clan, punishing over 120 people, including 17 who committed seppuku by execution. In 1666, rumors of an attempt to poison Kamechiyo spread, and the doctor Kono Doen and his son were killed, and in 1668 a similar incident occurred, leading to growing criticism that it was a conspiracy by Hyobu and others. At the same time, one of the clan, Date Aki Muneshige, continued to have a dispute over the boundary of the fief with another of the clan, Date Shikibu Munenori, and was dissatisfied with the ruling of the Hyobu faction, appealing to the Shogunate, citing violations of the domain's administration, and with the appeal from within the clan, the Shogunate began deliberations in 1671. …

…奉行奥山大学常辰が当初権勢をふるったが，兵部(宗勝)は63年(寛文3)これを罷免，幕府老中酒井忠清と姻戚関係を結び，奉行原田甲斐や側近出頭人を重用して一門以下の反対勢力を弾圧，斬罪切腹17名を含む120名余を処分した。66年には亀千代毒殺未遂のうわさがたち医師河野道円父子が殺害され，68年にも同様の事件があって兵部らの陰謀とする非難が高まった。おりから一門伊達安芸宗重は一門伊達式部宗倫と知行地の境界紛争を続け，兵部派の裁定に不満をもち，藩政の非違をあげて幕府に上訴，家中の上訴もあって71年幕府の審議が開始された。…
