This law, enacted on May 30, 1854, created two territories, Kansas and Nebraska, in the area between the Missouri River and the Rocky Mountains in the Louisiana Purchase of the United States of America, and opened them to immigrants. This law adopted the principle of popular sovereignty in these territories, which allowed the residents to decide for themselves whether or not to have slavery, and formally repealed the Missouri Compromise of 1820, which prohibited slavery in the territories north of latitude 36°30′ north. This law was promoted by Illinois Democratic Senator Stephen Douglas, who wanted the development of the West and the construction of a transcontinental railroad west of Chicago, against the backdrop of an increase in immigrants west of the Mississippi River, and was supported by southern congressmen who advocated opening the West to slavery.
