In the band structure of a crystal, this is the energy band filled by valence electrons. In the case of insulators and semiconductors, no current flows unless the electrons in the valence band are excited beyond the energy width of the forbidden band. Semiconductors have a narrow forbidden band and are usually insulators, but when electrons in the valence band are excited and move to the conduction band to become free electrons, they behave as conductors.
