〘Noun〙 A place where councilors, benshi, sho-nagon and below gathered to make decisions . It was located in the west corridor of the Dajokancho and south of the Gaikicho, but the Gaikike -no- Keiseisho was often used. A seat for making decisions. Katanashi. ※Engishiki (927) 11 "In general, the Ministry of War will request two seals, and the ranks of the junin and seise will be recorded . The first twenty seals will be issued . The date will be decided later. The councilors will make a decision on the benshi and keiseisho."
