…Because of its public nature, the forwarding business has been regulated in various aspects, including entry, withdrawal, freight rates, and charges, by the Forwarding Business Law (promulgated in 1949 and put into effect in 1950). Forwarding businesses can be divided into five categories: (1) freight car loading and unloading businesses, which load and unload freight onto freight cars; (2) railway collection and delivery businesses, which collect freight from the sender to the departure station and deliver it from the destination station to the recipient; (3) freight handling businesses, which handle and accept freight transported by rail; (4) freight agency businesses; and (5) railway utilization businesses. Current forms of rail freight transport include dedicated transport, where an entire train is chartered for transport; car handling transport, where an entire freight car is chartered for transport; container handling transport, where containers (5t or 10t) are transported; and baggage handling transport, where small amounts of freight are transported.
