The argument that a special system (a domestic dispute adjudication system) should be established to resolve domestic disputes was already seen in the Taisho period Provisional Legislative Council's opinion to the government (1922). The council's deliberations on this issue date back to the Provisional Education Council's "Recommendation on General Facilities for the Full Effectiveness of Education" (1919), in which the government was asked to revise the Meiji Civil Code, claiming that some provisions were contrary to Japanese morals and customs.
