A bureaucratic leader known as the leading figure in agricultural policy. Born in Tokyo. The eldest son of Army Surgeon General Ishiguro Tadanori (1845-1941). After graduating from the University of Tokyo, he worked for the Ministry of Agriculture and Commerce, where he planned and promoted the Tenant Dispute Mediation Act and the policy of creating and maintaining self-cultivating farmers. During the agricultural depression in the early Showa period, he implemented the Rural Economy Rehabilitation Plan and other measures, and pursued a self-cultivating farm policy based on agrarianism, which came to be known as the Ishiguro agricultural policy. In 1940, he became the Minister of Agriculture and Forestry in the second Konoe Cabinet. After World War II, he was a leading agricultural and forestry bureaucrat who promoted farmland reform. 農政の大御所といわれた官僚指導者。東京生れ。陸軍軍医総監石黒忠悳(ただのり)〔1845-1941〕の長男。東大卒後,農商務省に勤務し,小作争議調停法・自作農創設維持政策を計画推進。昭和初年農業恐慌期には農山漁村経済更生計画等を実施,農本主義に基づく自作農農政を貫き,石黒農政と呼ばれた。1940年第2次近衛内閣の農林大臣。第2次大戦後は農地改革を推進した農林官僚の大御所であった。
