…In order to realize flexible governance according to the actual conditions of each region, kanun (secular law) and yasas (prohibitions) were issued in the form of sultan's edicts or shaykh al-Islam's "opinions," provided that they remained within the framework of sharia. The local administrative divisions were eyâlet (provinces), sancak (provinces), and kazā (districts), and military governors called beylerbeyi and sancakbeyi were dispatched to the first two, respectively. The administrator of the kazā was a qadi (judge) belonging to the ulama class, who reported directly to the chief justice (kazasker) who sat in the Imperial Council, and at the same time presided over the sharia courts that handled both criminal and civil cases. …
