The Declaration was issued in Cartagena, Colombia in 1812 by S. Bolivar, the leader of the Latin American independence movement. In July of that year, the First Venezuelan Republic collapsed, and the independence movements in various Spanish colonies were also suffering setbacks. In response, the Declaration declared a more thorough anti-Spanish struggle and called for solidarity across the continent.
