...The "Xingguo County Land Law" of the following April was amended to read "All public land and land belonging to the landlord class shall be confiscated," but nothing else changed. However, looking at Mao Zedong's subsequent "Revolutionary Military Committee Land Law" (August 1930), as well as rural surveys, resolutions, letters, etc., the line that was adopted during the later land reform was already in place around 1931. In other words, the class policy was to rely on poor peasants and farm laborers, unite with the middle peasants, restrict rich peasants, and overthrow landlords, and to distribute land according to the population, regardless of age, sex, etc., based on the original cultivated land, "lottery, supplementary, and fertilizer, supplementary, and sparse" (adjusting the amount of land and fertilizer to equalize), and to fully recognize the peasants' land ownership.
