A district of Ishinomaki City in the northwest of the Oshika Peninsula in eastern Miyagi Prefecture. Former village name. In the early Meiji period, ocean-going ships anchored here as an outer port of Nobiru Port. Tsukinoura in the northwest was the departure point for Hasekura Tsunenaga, an envoy to Europe from Date Masamune. Currently a small fishing port.
