This is a concept outlined in the "Memorandum on International Cooperation for the Detection of Underground Nuclear Explosions" submitted by Sweden to the Eighteen-Nation Disarmament Commission in September 1965. Since the difficulty in detecting underground tests is a major obstacle to a total ban on nuclear testing, the idea was to improve the ability to detect and identify underground tests by creating a global seismic detection network, and to use this technological pressure to prevent tests by major powers. It could be considered a mechanism for international cooperation and data provision for detection and identification. Although there is no club by this name, fairly advanced verification capabilities are already being established through international cooperation. 1965年9月にスウェーデンが十八ヵ国軍縮委員会に提出した「地下核爆発探知のための国際協力に関する覚え書」に示された構想。核実験の全面的禁止にとっての難題が地下実験の探知問題であるところから,世界的規模の地震波探知網をつくることによって地下実験の探知・識別能力を高め,その技術的な圧力をもって大国の実験の阻止をはかろうとするもの。それは,探知,識別のための国際的なデータ提供,協力の仕組みといえる。こうした名称のクラブは存在しないが,国際協力によるかなり高度の検証能力はすでにできつつある。
