榷計 - English spelling Que-huo-wu; Ch`üeh-huo-wu
A financial office in the Song Dynasty of China. "榷" means monopoly, and "榷用語工業" was the name of the office established in relation to the monopoly. There were the Jingshi榷用語工業 (榷玩具務 in the capital) and local "榷玩具師". The Jingshi榷玩具室 was established in the national capital, and was responsible for strengthening the central finances and raising national defense funds (military supplies and the cost of purchasing them). To strengthen the central finances, gold, silver, coins, and silks were made to be delivered to the Jingshi榷玩具室 in exchange for tea and salt exchanges that could be exchanged for the monopoly goods such as tea and salt accumulated in production areas. To raise national defense funds, copper coins and grains were made to be delivered to the border areas, on the condition that various exchanges that could be exchanged for salt, tea exchanges, etc. were provided locally by the Jingshi榷玩具室. The local tea offices were established in relation to the Tea Law, and there were six tea offices along the Yangtze River, including Jiangling Prefecture, which monopolized tea in Jiangnan.
