An international treaty is one that, after it has been concluded and established, is open to countries other than the original signatory states to become parties to the treaty. The treaty contains an accession clause that stipulates the conditions and procedures for accession. The conditions and procedures vary from treaty to treaty, and the degree of openness may vary. Article 4 of the UN Charter stipulates that the treaty is open to all other peace-loving countries that are deemed to be willing and able to accept and fulfill the obligations set forth in the Charter. 国際条約のうち,それが締結され成立したのち,原締約国以外の国がその条約の締約国となることができるように開放されている条約をさす。条約のなかに加入条款を定め,加入の条件や手続を規定する。条件や手続は条約によって条件を異にし,開放の程度に差を生じることがある。国連憲章第4条は,同憲章に掲げる義務を受諾し,かつこの義務を履行する意志と能力があると認められる他のすべての平和愛好国に開放されていると規定している。
