This is a method of penal treatment that aims to promote rehabilitation by trusting the inmate's autonomy and providing an open environment similar to that of society, without installing fences or iron bars to prevent escape. It is not only suitable for treating inmates whose criminal activity has not progressed and as pre-release treatment for those scheduled for parole, but also helps to ease the fear and hostility of local residents toward prisons and inmates, and is useful for the inmate's rehabilitation into society. In Japan, open treatment has been implemented for quite some time in traffic prisons and some juvenile prisons, and is showing results.
