A county in Shanwei City, facing the South China Sea in the southeastern part of Guangdong Province in southern China. The county government is located in Haicheng Town. Population 767,101 (2010). Under the leadership of Peng Pai, a peasant movement arose in Haicheng along with neighboring Lufeng County (now Lufeng City) to the east from 1923 to 1925, and in 1927 the Haicheng Soviet was established. Haicheng Town is home to the former site of the Soviet government, known as Haifeng Red Palace (Red Square). Haicheng has sent many overseas Chinese (over 500,000 people) to Southeast Asia and the Hong Kong Special Administrative Region. Cultivation of rice, sweet potatoes, peanuts, jute, and pepper is thriving, and land reclamation is carried out along the coast, and salt production and fishing are also carried out. Shanwei was originally a fishing port in the prefecture, and is a major producer and exporter of fishing hooks.
