External audit - Gaibukansa (English spelling) external audit

An audit by a third party independent of a company, etc. It is contrasted with an internal audit conducted by a person or organization within the company. Generally, it refers to an accounting audit by a certified public accountant or an auditing firm, who are independent professionals.

In addition, it can also refer to an external audit based on the Local Autonomy Law. In this audit, local governments such as prefectures and ordinance-designated cities undergo an audit by an external auditor (certified public accountant, lawyer, etc.) in order to streamline their organization and operations. This audit is called a comprehensive external audit, and it audits whether the administrative processes of local governments are being carried out efficiently, and it covers a wider range of matters than an accounting audit.

企業などから独立した第三者による監査。企業内部の担当者や組織によって行われる内部監査と対比される。一般的には、独立した職業的専門家である公認会計士や監査法人による会計監査をさす。

　このほか、地方自治法に基づく外部監査をさす場合がある。この監査は、都道府県、政令指定都市などの地方自治体が、組織や運営の合理化を達成するため、外部監査人（公認会計士や弁護士など）による監査を受けるものである。この監査は、包括外部監査とよばれ、地方自治体の事務処理が効率的に行われているかどうかについて監査するもので、会計監査よりは幅広い内容となっている。
